I'm not going to settle the recessed lighting vs pendant debate with one universal answer. If a sales rep tells you one fixture type is always better, that person has probably never managed an office where half the occupants care about glare and the other half only care about the project deadline. I'm an office administrator for a 220-person company. Since 2020 I've handled lighting and display purchases of roughly $120,000 a year across about nine vendors, and I report to both operations and finance. They want a defensible decision, not a design mood board.
This article is not a hedge. I do not believe in one universal best fixture. The same LED chip can be comfortable in one housing and harsh in another. The real skill is knowing which scenario you're in. Once you know that, the choice usually becomes obvious.
The Four Scenarios That Actually Determine the Choice
Scenario 1: Standard 8-to-9-Foot Ceilings With Work Surfaces Below
If the ceiling is below 9 feet and the space below is used for normal office work, I usually choose recessed downlights, not pendants. A pendant hung at 6 feet 6 inches puts a bright source in your peripheral vision and can cast shadows across a keyboard. A recessed fixture with a deep regressed lens stays above the sightline and puts the light on the work surface where it belongs.
For desk areas, I ask for downlights with a cutoff around 40 degrees and a color temperature around 3500K or 4000K. This is not a fashion choice. Deep baffles and reflectors control glare, and a cooler 4000K source helps alertness without looking like a hospital. I also ask for photometric files rather than a brochure. If a vendor describes a product as energy efficient, that is a performance claim. Per FTC advertising guidance (ftc.gov/business-guidance/advertising-marketing), claims should be truthful, not misleading, and substantiated. In practice I accept the product when they share an LM-79 test report, not before.
I use samsung-led as one source because spec sheets and stock levels are easy to find. That does not mean I buy everything from them. The vendor that wins the order is the vendor that can provide the photometric data, the correct driver, and a written delivery date. No fixture type is worth approving on vague promises.
Scenario 2: High Ceilings Where the Room Needs a Visual Anchor
If the ceiling is above 10 feet and the room is meant to be a lounge, lobby, or breakout space, the pendulum swings the other way. Recessed-only lighting can make a tall room feel like a warehouse. A pendant gives the room a lower visual anchor and can shape how people move through it. That is a legitimate reason to choose it. Just do not hang a pendant over a desk or directly in front of a seated person's eyes.
Look for a fixture that provides some light upward and some downward. This lights the ceiling plane and the floor at the same time. If the pendant is decorative, make sure it also uses a driver that does not hum and does not flicker on camera; our buyers often forget this until someone films a meeting.
If you plan smart controls, choose the fixture with the network in mind. In our building, some Zigbee projects worked and one did not. The working ones used fixtures with Zigbee-certified drivers. The failing one used a generic module added to a fixture that wasn't designed for it. Verify certification before comparing finishes. For pendants, also confirm the canopy has room for a control module, because many pretty fixtures leave no space.
Scenario 3: Any Room Built Around a Screen or TV
If the room contains a screen that people will actually watch, recessed lighting vs pendant gets decided by reflection angles. A bright pendant hanging between the screen and the seating position will appear on the display. Even when the screen is off, a glossy panel mirrors the bright spots above it. For this reason, I usually choose recessed downlights with a sharp cutoff and keep the display wall darker than what surrounds it.

Outdoor and semi-outdoor spaces are a different branch. If the project is a covered entry, loading area, or walkway, fixture shape is less important than environmental rating and mounting access. Recessing into a concrete soffit is expensive if the boom lift is already gone. A surface-mounted or pendant fixture with a nearby junction box is easier to maintain.
Check damp/wet rating and starting temperature before anything else. Outdoor Zigbee has worked for me when the radio path is short and the gateway is not hidden inside metal. If a vendor says outdoor Zigbee will be fine, ask them to specify the antenna location and signal path in writing. The fixture type won't save a wireless design that was never designed.
The Deadline Question Often Overrides the Fixture Type
The most frustrating part of commercial lighting isn't choosing a fixture type. It's the phrase 'probably in stock.' Design articles rarely mention the delivery test, but it overrides many decisions. In March 2024, we had a hard opening date. One supplier quoted a custom pendant with a six-week lead time. Another had a slightly less flashy downlight that could arrive in five days with a $400 rush charge. We paid the rush charge. The alternative was missing a $15,000 event. I'd make the same choice again.
I have mixed feelings about rush fees. Part of me thinks they are just a pricing hike. Another part sees how a rush order changes a supplier's production line. For a real deadline, certainty is worth paying for. A cheap fixture that isn't there when promised is more expensive than a good fixture that is.
Looking back, I should have asked for a written delivery guarantee much earlier in that project. At the time, I didn't want to seem difficult. Now I ask every vendor: what is the latest date you guarantee, and what happens if you miss it? After being burned by probably-on-time promises, I no longer budget for hope.
How to Sort Your Own Project
Stand in the room and answer in this order:
- Is the space outdoor or semi-outdoor? Follow Scenario 4 first.
- Is the ceiling below 9 feet with desks below? Follow Scenario 1.
- Will people sit and watch a screen? Follow Scenario 3 before anything else.
- Is it a taller space, open, without a screen, and in need of a visual anchor? Follow Scenario 2.
- Then ask the date question: can the supplier ship by the date the room will be used? If not, choose an available alternative from the same scenario.
The truth is not that pendant fixtures are better or worse. It's that fixture type should be a result of room conditions and schedule, not a preference chosen before you look at the ceiling. If I skipped a pretty fixture and ordered a recessed downlight because of a deadline, no one remembers the fixture. They remember that the room was finished and the screen glare didn't ruin the meeting.
